CLAB’s labour quarters ready to welcome construction workers

KUALA LUMPUR: A new Centralised Labour Quarters (CLQ) to be located in Sungai Buloh will be ready for operations by the end of the year, said its owner Construction Labour Exchange Centre Berhad (CLAB).
The opening of the safe and secure workers quarters in a 2.02 ha area will guarantee comfort at a low price for foreign workers in Klang Valley.

CLAB, a subsidiary of Construction Industry Development Board (CIDB) Malaysia, said that companies can make direct arrangement with them to place their workers at the CLQ.

CLAB has taken over the quarters after signing an agreement with Mass Rapid Transit Sdn Bhd (MRT) to operate and rent out the units. MRT had built the quarters in 2011 to place its workers for the Sungai Buloh-Kajang Line. It vacated the facility in July 2017 after the completion of the SBK Line.

The CLQ is currently undergoing a RM1 million refurbishment which is expected to be completed by the end of the month.

The CLQ consists of six blocks of 144 rooms that can house up to 864 workers. It is a gated-and-guarded accommodation, complete with modern amenities such as access card system. Each room houses six workers.

Facilities available include kitchen, washing area, bathroom, laundry service, cafeteria, convenience store/kiosk, training room, sport facilities, assembly area and surau.

CLAB chief executive officer Abdul Rafik Abd Rajis said that the minimal rental-based quarters is expected to have good demand as the rental rate is only between RM160-RM180 per month, per person.

“In this pilot project, we are focusing on encouraging take-ups, just to cover the operational cost,” he said.

He added that CLAB takes on the role to address issues concerning workers living conditions proactively by introducing a new standard for the industry.

Abdul Rafik said that Penang and Kuala Lumpur have been identified to house the next CLQs.

“CLAB is already in discussion with the government of Penang and would move forward in identifying areas to build the quarters.”

The CLQ is part of the Construction Industry Transformation Programme (CITP) which targets to provide eight living quarters for construction workers by the fourth quarter of 2018.
